Never Ending Government Corruption, Part 4 - California Fraud Highlights

 Sadly, the wasting of taxpayer wealth and tax dollars seems to be a never ending  saga, as past posts of waste reinforce the reality that Washington politicians either do not care that your hard earned tax dollars are wasted or they are not smart enough to stop it.

But it is not just Washington politicians that are corrupt and waste taxpayer wealth. Today's post will focus only on California government entities and the associated political waste and criminal  corruption:


1)The state government of California launched a program that was designed and supposed to get people with severe mental illnesses off the streets in the state and get them into treatment. Sounds like a noble use of taxpayer wealth but things did not work out as promised:


  • The program, Care Court, was funded with $236 million.

  • It was launched in 2022 and intended to reach thousands of state residents with mental illness issues.

  • Specifically, the program was supposed to help up to 12,000 people.

  • However, so sadly, state documents show that the program ended up formally helping only 22 people who were sent to  court ordered treatment in  the ensuing four years.


Thus, so far the running rate is about $10 million spent for each person taken off of the street for mental illness treatment. Even the Washington politicians cannot match this program for incompetence and waste.


2)But the wasting of taxpayer money in  California is not restricted to ineffective  government programs, good old basic criminal activities in the state also can siphon off taxpayer dollars:


  • Federal law enforcement  recently arrested a Los Angeles charity director  for allegedly stealing $23 million in taxpayer funds intended for homeless folks.

  • He was currently living in a $7 million  home/mansion.

  • He was charged with wire fraud for siphoning off taxpayer funding which he used to purchase his expensive home, a vacation home in Greece, vehicles, and designer goods.

  • Federal prosecutors accused Governor Gavin  Newsom’s administration of having  done “very little vetting, very little checks and balances.”

  • The accusation is that as the director was stealing program funding, 600 state homeless people were being fed ramen  noodles instead of the promised and planned nutritious meals.

  • Investigators working on this case said that it might be just the tip of the iceberg of corruption in California homeless programs.

  • The potential for up to 20 years in prison is possible, depending on how the judicial case ends up.

  • But this is not the first instance of homeless funding criminal activity in California since back in October, 2025, Federal prosecutors arrested two Californians  and charged them with fraud schemes that stole millions of dollars intended to help the state’s homeless population.


It takes  a certain type of  low life to steal taxpayer funds for their own benefit and  comfort, funds that were supposed to help the most downtrodden citizens in the state.


3)But it  is not just homeless support funds that get stolen in California:


  • Mehmet Oz is the director for Medicare and Medicaid.

  • He recently drove around through a small, four block area in Los Angeles.

  • In that four block area, he counted 42 different supposed hospice agencies.

  • Apparently, Los Angeles county has a whopping 1,923 hospice provider  companies, more than the total number of hospice agencies in 36 states COMBINED.

  • One address in LA was listed as the address for 112 different hospice operations and yet, there was no sign of any hospice services being provided at that address.

  • Fox News verified Oz’s findings.

  • Auditors  discovered that these “hospices” had ghost patients, were sham  companies and had offshore owners in some cases, all of which look  like they were billing Medicare for people that not only did not need hospice services but which did not even exist.

  • According to Oz: "Hospice is crazy here. You've got hospice that's grown seven-fold in the last five years. They represent about three and a half billion dollars of fraud, we believe, just in LA County."

  • California Attorney General Rob Bonta called hospice fraud "an epidemic in California, specifically in the greater Los Angeles area."

  • More from  Oz: "These are Russian, Armenian gangs, mafia that are leading a lot of these efforts, we believe, have been able to corrupt, and work with doctors who are willing to lie." 

  • Federal prosecutors have charged 73 members of a crime ring throughout the U.S.  and Armenia with stealing $100 million of Medicare funds.

  • But this international crime ring should not be a surprise since a Los Angeles Times investigation identified the fraud ring back in 2020 but state politicians and  government employees did nothing to shut down the pilfering of taxpayer wealth.

  • Throughout the country more than 50% of hospice patients die within 18 days of admittance  while Los Angeles hospices were billing Medicare for some patients for 18 months or longer.

  • State auditors estimate that Los Angeles county hospices overbilled Medicare by $105 million in 2019 alone.


Another state, another day, another defrauding of taxpayers.


4)And  while  all of this fraud was going on  in the state, state politicians ignored or covered up reports, analysis,  investigations, and news stories that identified the fraud:


  • An investigation by CBS News found that California politicians ignored about 75% of every state audit and the resulting recommendations on the wasting of taxpayer wealth via fraud, waste or incompetence.

  • Their investigation looked at audits that spanned the past ten years.

  • For example, CBS News identified the waste of $1.5 billion within the Employment Development Department and the improper payments made in just a two year period, 2023-2024.

  • State government entities wasted over $5  million on unused devices,  altered receipts, and unreported benefits.

  • The Department of Social services may lose $2.5 billion in Federal support because of payment errors.

  • Many other examples of fraud, waste, and ineffective management of government programs and budgets were identified by CBS News.


It is one thing to be ignorant of fraud and the wasting of taxpayer  money, it 

is quite another  thing to  be aware of it, like California politicians were, and not do anything about the waste over a period of ten years.


A lot of fraud in just one state,  imagine the nationwide loss of taxpayer dollars through fraud, corruption, and incompetence throughout the entire country.

The Failing Biden Presidency - Part 11

This is the eleventh in a series of posts that document the idiocy and total failure of the Biden Presidency so far. After being in the Oval Office for a few months, the world is in much worse shape both domestically and internationally due to the failed and idiotic leadership and actions of Joe Biden. His approval ratings are sinking faster than the increase in violence and price inflation that he has caused to happen. Today’s discussion does not provide any hope that things will improve under his leadership anytime soon.

Note: We keep trying to move on from Biden's almost daily screw ups and sad cognitive state but the idiocy, the sadness, and dangerous behaviors that he and his handlers go through every day make that task of moving on very difficult. That is why we are on the eleventh installment chronicling the failure of the Biden Presidency.

1) Most American have probably realized that inflation is getting out of control in just the five months Biden has been President. Gas prices are up about 50%, many grocery prices are way up, real estate prices are skyrocketing, etc. But other, non-consumer prices are also going higher:
  • According to the Dallas Federal Reserve Bank, over 81% of the manufacturers in their survey stated that the cost of raw materials has been going up.
  • 17.8% said that costs for raw materials were staying about the same, while a miniscule .7% said the cost of raw materials was going down.
  • These experiences brought the Fed’s index for raw materials to its highest price level since record keeping began back in 2004.
And it does not take an economic genius to figure out that these higher and higher prices for raw materials are eventually going to work its way into the consumer market and result in higher prices for everything we buy. And the Biden administration has no plan, no leadership, no process to get inflation under control at this point in time.

2) Biden has been in politics for more than four decades. He claims to have a law degree. He has been active in curtailing Second Amendment rights of citizens to own guns to protect them from criminals and overreaching Federal agents. You would think that he would have at least a basic understanding of the Second Amendment and what it means.

But that apparently is asking too much of him, a lawyer and lifetime politician:
  • Biden claimed in public that the Second Amendment explicitly banned people from owning cannons.
  • I have read the Second Amendment, a few times just to be sure, and at least the version I have there is no prohibition against owning a cannon.
  • And apparently the Washington Post also read the Second Amendment and they also found no ban on people owning cannons.
  • Biden’s statement was so bad that the Post, a mainstream media member that has gone out of its way to protect the failures and cognitive decline of Biden, actually says that Biden’s statement is indeed false, something that must have been very hard for the liberal biased paper to state.
The bigger question is does 1) Biden actually believe this, 2) is he so far mentally gone that he has no idea what he is talking about, or 3) he knows this is a false statement and expects the rest of the country to be so stupid as to not recognize his lie? We may never know but the reality that the Washington Post called him out on this lie is huge. Makes you wonder why it does not call him out on all of his other lies.

3) We tried to make the case in 2020 that Joe Biden was in the midst of a significant cognitive decline based on unknown causes. Our basis for that assertion was the reality that I had been the legal co-guardian of an aging uncle for a number of years who eventually died because of dementia. Many of the symptoms that Biden was already suffering from last year mirrored my experiences with my uncle.

Now, while the mainstream media refuses to acknowledge what we observed last year, and which continues to this day, the top podcaster in the world, Joe Rogan, sees what most Americans without blinders on see happening to Biden: “Everybody knows he’s out of his mind and barely hanging in there. We don’t really have a real leader in this country anymore. You can say Joe Biden is the President and you’d be correct on paper. But everybody knows he’s out of his mind. He’s barely hanging in there.”

The question is how long will they continue to prop Biden up as President and what intrigue and political jockeying is going on behind the scenes? What excuse will they use when he gets replaced by Harris? It was my original stake in the ground that he would no longer be President after Labor Day weekend, 2021. I stand by my forecast, given the past ten posts we have done on the failures of his Presidency and his failing cognitive health.

4) One of the places where the mainstream media has failed so miserably is ignoring many of the suspicious, corrupt, and possibly criminal activities of Biden’s family members over the years. The most atrocious culprit in these corrupt enterprises has been his son Hunter Biden. From using his father’s influence to get millions of dollars from overseas businesses, politicians, and criminal elements, his antics have embarrassed the country and all Americans. But the mainstream press, given their left leaning, Democratic biases, have neglected their basic duty of being journalists.

Thus, it was refreshing when a New York Post journalist recently had the guts, and the nerve, to publish another embarrassing and possibly national security escapade of Hunter Biden:
  • The journalist, Miranda Devine, wrote an article about Hunter Biden’s escapades with a Russian hooker in Los Angeles in 2018.
  • After Hunter checked into the Chateau Marmont hotel in LA, he browsed the Internet and came across an escort service called Emerald Fantasy Girls, from which he requested a 24 year old Russian woman named Yanna.
  • Stop here for a moment and think what the mainstream press, CNN, MSNBC, New York Times, etc. would have done with this incident if it was Donald Trump, Jr. instead of Hunter Biden, this would have been headline news for weeks, months, Trump kid cavorting with Russian call girl.
  • But since it was Hunter Biden, those same fake news outlets all of a sudden go blank on this matter.
  • The two of them partied with illegal drugs and had sex for a few days, at the end of which, the young lady asked for payment for her services to the tune of $8,000.
  • When Hunter goes to pay with a credit card, it gets rejected and that is where Ms. Devine picks up the story line: “He transfers $8,000. It doesn’t work. A few minutes later, Wells Fargo sends him a fraud detection alert. He reaches into his wallet and pulls out a card. Yanna attempts to transfer the $8,000 but it apparently doesn’t go through. He rifles through his wallet again. No luck. He pulls out another card. Bingo. Yanna leaves and he crashes. But while he sleeps, his bank accounts are being emptied. In receipts he saves on the computer, the transactions he thought had failed have gone through, one after the other. The first $8,000 is recorded leaving his account at 10:22 a.m. At 10:50 a.m., $2,000 leaves a different account. At 10:59 a.m., $3,500 vanishes. At 11 a.m., another $8,000. At 11:03 a.m., another $3,500. About $25,000 moves in under an hour. Another $3,500 is scheduled to transfer out later that afternoon but will be delayed."
What a disgrace of a President’s son. A Russian hooker, scammed out of tens of thousands of dollars, and the mainstream press and his father remain silent. Such a disgrace on so many levels. Again, imagine the press uproar if it had been Trump’s son.

Inflation across the entire supply chain line, from raw materials to finished products and Biden has no clue or plan on how to fix it, Biden reads the Second Amendment (or does not read it) and somehow thinks there is an explicit ban on owning a cannon, a leading podcaster finally tells it like it is, Biden is in steady state of cognitive decline, and Hunter Biden continues to corruptly embarrass himself, his father and the country.

March, 2014 Political Class Insanity, Part 5: Redundant Government Agencies and So Much Wasteful Afghan Spending

This is our fifth and likely last post this month in our monthly series nonpolitical class insanity. Our previous four posts again illustrated that the American political class is inept, wasteful, and unable to provide even basic services and good value for our taxpayer dollars. Insanity is the best word to describe why we as voters keep putting up with such nonsense.

Today’s insanity examples will be a hodgepodge of waste and ineffectiveness from a wide variety of government entities that are operated and led by the worse set of politicians to ever sit in the White house and Congress:

1) According to the Spendopedia website, in July 2013 the U.S. State Department Inspector General (IG) issued a damning audit report of the Bureau of Information Resource Management (IRM) Office of Information Assurance. The overall conclusion is that the bureau, which is supposed to address information security, was wasteful, redundant and needed strict oversight. Specifically:
  • The bureau failed to adequately track its $79 million in contracts. 
  • The bureau failed to monitor its contracts and provide oversight on its purchases. 
  • The bureau’s lacked a mission statement and overall purpose, as well as the fact that other offices within the State Department carried out similar functions. 
  • But still, given the overlapping of its function and no defined purpose, it still spent $79 million a year for little added value.
  • The agency's leadership and workforce includes 22 full-time employees and 36 contract employees. 
  • The report said the agency was “not overseeing contracts effectively” and that “responsibilities…are assigned to individuals without the technical expertise to review the work." 
  • The report and analysis offered 32 formal and four informal recommendations for how the agency could improve. 
$79 million wasted for an unneeded and ineffective government bureaucracy. Seems like that $79 million could feed, shelter, and clothe a lot of homeless or suffering Americans, far better uses than what the political class is using it for today.

2) Afghanistan has always been a rich area for government waste and incompetence. According to another Spendopedia report, the United States Agency for International Development (USAID) has financially worked with the Afghan Ministry of Public Health (MoPH) since 2008. The cost of this partnership is valued at $236 million USAID and MoPH which was budgeted under the "Partnership Contracts for Health" (PCH) contract. 

The objective of the contract was to deliver healthcare to local Afghan clinics and hospitals in Afghanistan's 18 provinces. This supports the Ministry's mission is to "improve the health and nutritional status of the people of Afghanistan in an equitable and sustainable manner through quality health services provision[s], advocating for the development of healthy environments and living conditions; and the promotion of healthy lifestyles." 

Nice mission and words, bad implementation. A report from the Special Inspector General for Afghanistan Reconstruction (SIGAR) has revealed rampant fraud and abuse within the program. Specifically:
  • The $236 million figure was chosen based on a cost estimate developed by MoPH. The actual projected cost was never validated by USAID and documentation of the calculations were not provided by MoPH. 
  • According to USAID internal control standards, a proper assessment should have been made to provide assurance that federal funds would be used as intended. 
  • Although there were two assessments made in 2007 and 2008, a review by USAID's IG revealed in November 2010 that these two assessments were not adequate. 
  • SIGAR also made the judgment that the two assessments did not meet the standards required by a formal assessment. 
  • The report concludes USAID had not verified whether MoPH had taken any steps to remedy these problems or whether PCH was still a responsible program.
  • SIGAR recommended the following: 1) USAID cut off funding until the cost estimates could be validated. 2) USAID work with MoPH to develop an action plan to address unaccounted funds. 3) USAID and MoPH return any excess funds to the U.S. Treasury. 
Just another typical government program. Suspicious cost estimates and budgeting, lousy follow up tracking and analysis, and another had scratching instance of why we are spending $236 million in a country that we will soon be leaving and which will revert back to Taliban control when there are tens of millions of Americans without health insurance that could have used the $236 million for their own medical needs.

3) Staying with Spendopedia and Afghanistan, on June 17, 2013, the Pentagon announced it planned to spend more than three-quarters of a billion dollars to buy helicopters and other aircraft for the Afghan Specials Mission Wing. Sounds like a sound military purchase on the surface until you find out that the Afghan aviation team and military had neither the skills nor the number of troops necessary to maintain the equipment. 

The Huffington Post commented on this idiotic use of taxpayer money: "These shortcomings mean the helicopters and fixed-wing aircraft destined for the Afghan Special Mission Wing 'could be left sitting on runways in Afghanistan, rather than supporting critical missions, resulting in waste of U.S. funds.'" The really sad part of the whole affair is that the Pentagon knew that the Afghan military was incapable of maintaining and using the aircraft but the Pentagon went forward with the purchase anyway. Insanity.

SIGAR also got involved in this Afghan spending disaster. Their findings conclude:
  • SIGAR’s report concluded that the Afghanistan Special Mission Wing (SMW) lacked the capacity and skills to operate and maintain the existing and planned SMW fleets. 
  • The SMW had less than one-fourth of the trained personnel needed to service the aircrafts. 
  • SIGAR concluded that even if the Afghans were operating at full strength, NATO had no plan that identified how the SMV would achieve their goals and how they would address problems achieving those goals. 
  • The purchases were made before the Afghan Ministry of Defense (MOD) and the Ministry of the Interior (MOI) had agreed on the way the SMW group should be controlled or structured. 
  • The Inspector General determined the Pentagon had not developed a plan to transfer the maintenance instructions over to the Afghans and, still performed 50 percent of the maintenance of the helicopters.
  • The report noted only seven of the group's 47 pilots were qualified to fly with night vision goggles, a skilled necessary to complete counterterrorism missions.
What a mess. Spending millions of dollars on stuff that could never be used by personnel that were not trained to use it. And knowing ahead of time that was the case makes it even worse.

But lets add insult to injury. The helicopters being bought that were never to be used did not come from an American manufacturer. At least if that was the case you could justify the spending to some degree in that it stayed in country and employed some American workers. But, alas, not true. The money was spent to buy RUSSIAN helicopters from a RUSSIAM manufacturer, Rosoboronexport. 

When the Congress found out about the Russian connection they passed a bill forbidding the purchase. However, the Pentagon went out of its way to do some accounting shenanigans to bypass the Congressional mandate to complete the Russian purchase anyway. Outrageous behavior that I would bet no one got fired over.

That's enough for today and for this month. We are sure to be back next month to continue our review of government insanity in all its forms. Today we found out that we spend tens of millions of dollars on a government agency that is unneeded and unprepared to do its redundant job, we found out how to waste medical resources in a country because the government has not accountability in assessing its own programs, and found that the Pentagon buys military equipment to be used in a foreign land by people untrained and incapable of using the equipment that we bought from Russian sources that will never be used.

Insane, wasteful, and plain stupid behavior by the American political class and the government it operates.
