Government Tax Fraud and Corruption, Part 16: More Fraud in California and Minnesota, Fraud Cover Up In Blue States and More

 We are continuing our discussion time to review the massive amount of criminal fraud that has infected government programs for many, many years.  The outstanding investigations recently done,  and still being  done, by independent journalist,  Nick Shirley, has started a cascading identification of the numerous fraud instances at all  levels of government  across the country.


It is unbelievable how many billions of dollars have been wasted and are currently being wasted and siphoned off by all types of criminal activities. And while it is amazing how much taxpayer wealth has been wasted and lost, possibly even more amazing is the reality that through the decades the political class and the government entities they overlook were unable or unwilling to stop the fraud.


1)In our many discussions  of criminal defrauding of taxpayers and government programs, we have discussed illegal immigrants and American  citizens involved in the fraud. But American politicians have also been very active in stealing taxpayer  wealth through  fraud:


  • Recent indictments up  in  Massachusetts of a state politician and  a city mayor  illustrate this point.

  • Each was indicted in 11 count indictments for Covid program fraud.

  • Allegations include money laundering, wire fraud, and filing false claims against Covid relief programs.

  • One of those indicted collected over  $700,000 by filing  false claims.

  • The other defendant allegedly collected over $1.5 million and used the stolen funds for campaign funding, paying off  tax  liabilities, and paying  down  mortgages.

  • These two  culprits are just two of over 3,500 alleged fraudsters and  $1,4 billion that the Federal government’s Covid-19 Fraud Enforcement Task Force have tracked down.


If these folks are found  guilty it is another sad chapter  for the political  class: individuals  that should know better and be  actively protecting taxpayer  wealth  end  up stealing the wealth that they should have protected. Disgusting.


2)Why does it  seem that whenever we review fraud schemes we always end up in Minnesota, a state that is the poster child for defrauding the government’s programs and  taxpayer  dollars:


  • In 2021, the Minnesota  Department of Human Services  gave out an  Outstanding Refugee Award to Salman Ahmed Elmi.

  • Elmi operated a company called  RevaHealth  in Minnesota.

  • But now Elmi  is accused of claiming more  than $4.5 million in Medicaid  services that were never provided.

  • Charges include aiding and abetting theft by swindle and aiding and  abetting theft by false  representation.

  • Two co-conspirators were  also busted for  sex  trafficking  involving brothels.

  • Thus, facilities that were  supposedly providing Medicaid services were  actually acting as houses of prostitution.

  • A co-honoree of Elmi from  that 2021 award, Ayan  Abukar, has already been convicted  in the Feeding Our Future scandal.

  • Of the 92 people that Federal prosecutors have  charged  in various Minnesota  fraud schemes 82 of them are Somali natives.


Great. Minnesota politicians  and government  bureaucrats honor foreign born  nationals that end  up stealing from American born taxpayers, pretty big disconnect.


3)Besides Minnesota, the state of California appears to be  the second  epicenter of  fraud in the country and the Trump administration is  finally taking action to  crack down on Minnesota and California's  inability to control  criminal fraud:


  • In late July, Health and Human Service secretary,  Robert F.Kennedy, Jr.,  announced that the Federal government  was going to withhold more than  $1 billion from these two states  because of the apparent fraud in their states.

  • $867.5  million is being held back from California and $199 million  is being  held back from Minnesota.

  • These are temporary holds until  the two  states can prove they are actually and diligently tracking the trail of  taxpayer money out of government programs.

  • Caofiornia payments to in-home health  care companies look very suspicious, growing faster than  the national  average.

  • In Minnesota, there are 14 programs  that have suspicious activity beyond the average.

  • This  comes on the heels of a recent Department of  Justice  California case that involved $50 million in health care fraud as a result of  “Operation  Never say Die,” where eight individuals of supposed hospice companies  are  accused of billing  Medicare for patients  in hospice who  were not  terminally ill.


Again, the two epicenters in the  country for massive  government program fraud, California  and Minnesota.


4)The House Subcommittee on Delivering Government Efficiency (DOGE) sent letters out to  every governor  asking  for states  to turn over  data relative to the  Federal SNAP/food stamp programming  order to try and find out where there might be fraud  going on. Reasonable request:  the Feds give money to  the states to  fund SNAP and should be able to  audit the results and processes used to  spend  Federal taxpayer money.


However, five states, NewYork, California, Illinois, Michigan, and Pennsylvania,  have refused to comply with  this logical and simple  request. The SNAP  program costs taxpayers  over $100 billion a year, and it has been shown to be a frequent target of fraudsters.  Given that the subcommittee has already identified over $3 billion  in  potential waste in the program in other states, why would these five states  not want  to help ferret out fraud?


Unfortunately, these five states have some of the largest SNAP populations in the country so the potential  for finding fraud in these states is high. But given that California is known for widespread fraud, New York and Illinois  are on the top of our list for states most likely to go bankrupt because of mismanagement and ineptness, it  is not surprising that these states are  afraid to  disclose what should be  a  normal,  audit-wise process of uncovering fraud. Disgusting disrespect for taxpayer wealth.


4)Let’s finish up  with another trip to  fraud  infested California:


  • Nick Shirley, the  independent journalist who started off the awareness of the widespread  fraud  across the  country,  recently dropped  a  new video related to massive fraud  in California.

  • Shirley's latest effort has  exposed over $170 million in  fraud in the state in daycares, learning centers, and hospices.

  • Specifically: “We uncovered over $170,000,000 in fraud as these fraudsters live in luxury with no consequences,” Nick Shirley said.

  • California’s Medicaid budget has grown from $107 billion a year to a whopping $222 billion  2026, more  than  a 100% increase in  just a few  years  while the state population  has grown far less than  that, indicating that fraud has overtaken the budget.

  • Furthermore,  LA County hospice care expenses over  the  past few years have grown by 1,000%,  a figure  that cannot be explained any other way than fraud.

  • Shirley and staff visited bogus hospices and  daycares in the state and  found no patients or customers.

Enough  fraud for  today: California and  Minnesota continue to be the leaders in fraud but other states continue to protect the fraud in their backyards as the American  taxpayer continues to get  screwed.
