Many times we have reviewed the dire financial and economic conditions of the United States:
- Recently, the national debt of the Federal government exceeded $15 TRILLION. In order to pay off this debt, every American household would have to kick in about $130,000 worth of their own household wealth.
- The $15 TRILLION debt is likely the first time in our country's history that the Federal national debt was greater than our annual Gross Domestic Product.
- Our national debt has almost doubled since the Democratic Party took control of the U.S.Congress in 2006 and the annual spending deficits under the Obama administration are still alarmingly high today and are expected to be the same into the near future.
- The Obama administration has incurred more debt than ALL other Presidents from George Washington through the second Clinton term COMBINED.
- The U.S. annual growth rate has been less than 3% for years now and shows no sign that economic growth will get more robust any time soon.
- The Obama administration has burdened the economy with thousands and thousands of new regulations in the past three years.
- The Obama administration has heavy-handedly interfered in the private sector, hassling companies (e.g. Gibson Guitar, Boeing, etc.) for no legitimate reasons other than to support their union and other political allies.
- The Obama administration has unsuccessfully interfered in the energy segment of the economy, loaning and wasting hundreds of millions of dollars of taxpayer money in such failed business ventures as Solyndra.
- The Obama administration has tried to juice the economy by investing in infrastructure projects under the economic stimulus program. However, the funds were not spent efficiently, e.g. an Associated Press investigative report that found half of the nation's bridges "repaired" using stimulus dollars were in absolutely no need of repair.
- While the country suffers severe economic pains, the political class in Washington continues to enjoy outstanding compensation and benefits and have the additional benefit of participating in insider stock trading ventures that are closed out to most other Americans, surely a corruptible practice.
That is where we stand today, a very, very dangerous financial predicament. But no one in the White House or Congress seems to care, most are focused on their own careers, personal enrichment, and reelection campaigns. Maybe they should take a look where Italy stands today from an economic perspective since wherever the United States is going economically, Italy is likely to already be there.
But first, some background. Italy is the third largest economy among those European countries that use the Euro as their currency. Greece and Spain, other, much smaller economic Euro countries have been in the headlines for months and months, given their dire financial situations. Both countries had rung up huge national debt levels and are now in such bad financial shape that the rest of the Euro countries have been busy putting together bailout and austerity measures for both countries to protect the Euro's viability.
However, more recently we learned that Italy is in no better shape than Greece and Spain and given their ranking as the third largest country, a default of Italian bonds and government debt would certainly sow economic havoc in Europe, on the Euro concept, and elsewhere in the world including the United States.
According to an article in the November 14, 2011 issue of Business Week, in the past twelve months interest on Italy's two year bonds as grown from about 2% to over 7%. This is a reflection on how dire the market views Italy's bad economic situation, resulting in a distressingly high level of debt interest that is not sustainable over more than a short period of time.
But the 7% is not the really scary part of this sad economic condition. Other information from the article shows an eerily similarity to the U.S. economic conditions under the Obama administration listed above (the comparable points made above are listed after each of the quotes from the Business Week article):
- "Over the past 15 years, Italy's economy has expanded an average of .9% annually, half the European average." - Similar to point 5 in the list above, the United States has had meager economic growth for the past three years, no sustained, robust economic growth is expected in the near future, and our growth has trailed many other countries (China, Brazil, India, etc.) by a substantial amount.
- "Without growth, Italy can't pay down its debt, which stands at 119 percent of gross domestic product." Similar to points 1, 2, 3, and 4 above. At $15 TRILLION, the U.S. debt to GDP ratio is already over 100%, currently at about 103%. However, if the Obama administration and Congress keep adding to the national debt as expected by current budget forecasts, we should hit the Italy crisis ratio of 119% in about two short years.
- "Still, (Italian) productivity has been stifled by overregulation, rigid labor rules, and a government role in industries such as energy." Similar conditions exist in the U.S. as pointed out in points 6, 7, and 8 above.
- "The government has tried to juice the economy by investing n infrastructure and education - only to have benefits siphoned off by corruption." Eerily similar to point 9 above.
- "Italy's state auditor says cases of corruption and bribery increased 30% last year." Seems like political class corruption is a world wide event, including both Italy and in this country (see point 10 above.)
Seems like a true statement, wherever the U.S. is going from a financial disaster perspective, Italy will already be there and waiting for us.
That is unless Italy actually gets its act together. The Business Week article discusses the fact that Italy recently installed new political leadership in its government, dumping long time leader, Prime Minister Silvio Berlusconi, who has presided over much of this financial mess in Italy. This is an attempt to reverse course by installing new leadership.
As the country struggles to install new government leadership though, the chairman of the Italian Senate Finance Committee does not sound very optimistic: "Which government, with what wide majority, will be able to implement in a few days the structural reforms that we haven't been able to implement in the last ten years?"
This is where we still have a chance, maybe a two year window before we get as hopeless as this Italian Senator. We can begin by dumping out all incumbents next November, from President Obama to all members of Congress, incumbents that got us into this financial mess. Einstein once said: "We cannot solve our problems with the same thinking we used when we created them." We also cannot solve them using the same people that created them.
Unless we purge in November, we may all end speaking Italian when we catch up to the Italians two or three years down the road when we also arrive in financial Armageddon.

Many times we have talked about how the American political class allows hundreds of billions of dollars to be lost to waste, fraud, and other criminal activity every year from major and minor U.S. government programs. One of the biggest Federal programs that wastes taxpayer wealth is the Medicare program. Our research has found that most unbiased estimates of waste usually put the annual figure for Medicare waste between $60 billion and $90 billion.
If you take the lower number and assume that crooks are trying to defraud the Medicare program 365 days a year, 24 hours a day, then you find that the political class losses almost $7 million an HOUR to fraud, waste, and criminal activity just in this one Federal program. That is $7 million an hour, 24 hours a day, 365 days a year. Unbelievable.
The details on how this happens were recently laid out in an excellent, well researched article by Peter Suderman writing in the October, 2011 issue of Reason magazine. The article starts with a compilation of expert estimates of how much Medicare wastes and loses from various means every year:
- The Government Accounting Office issued a report this year which estimated the Medicare process makes an estimated $48 billion in "improper payments" (i.e., wasted taxpayer wealth) every year. However, this is a low ball estimate since it does not include "improper payments" made through Medicare's prescription drug program.
- An executive Director from the National Health Care Anti-Fraud Association told Congressional members last March that the nation's total health care fraud losses likely range from $75 billion to $250 billion each year.
- Senator Tom Coburn, an Oklahoma Senator, has estimated that the Medicare fraud in the $80 billion a year range.
Certainly a wide range of estimates but they all have one thing in common: the amount of mismanagement in the Medicare program wastes tens of billions (at least) of dollars every single year.
Some more Medicare statistics:
- Unfunded, future liabilities of the Medicare program are estimated to be $36 TRILLION so any reduction in fraud and waste today would make future funding requirements of this huge unfunded liability requirement less onerous.
- At the current rate, Medicare's financials will be insolvent around 2024, a mere thirteen years from now, given the current growth rate in the program and the current fraud rate in the program.
- Medicare is currently, and will continue to be the largest driver of our out sized national debt, which is currently over $15 TRILLION.
- In 2010, American taxpayers shelled out over $500 billion in Medicare expenses and reimbursements, or over $4,000 for every American household, money that could not be spent on expanding the economy and creating jobs.
- If we use the conservative estimate of fraud listed above of $60 billion, then the program wastes 12% of its budget every year on fraud, waste, and criminal activity. Any business in the private sector that wasted 12% of its budget every year would not be in existence very long.
- Between 2007 and early 2011, the Federal government claims to have won convictions against 990 individuals in fraud-related operations that ripped off $2.3 billion from the Medicare processes.
These numbers are certainly mind boggling. But it gets worse. The article reports on a typical crime effort, this one run by a Fred Dweck, a surgeon in two Broward County, Florida hospitals who also ran his own health care business in Miami. Mr. Dweck pleaded guilty to Medicare fraud but for four years before he was arrested, he ran the following operation:
- He cheated Medicare out of at least $24 million or about $6 million a year or an amazing $500,000 a month, on average.
- He put in claims for prescription drugs, insulin injections, in-home visits by nurses, and many other treatments for 1,279 patients, none of whom actually needed any of these treatments that the good doctor was reimbursed for.
- He had five nurses conspire with him to create fake patient records and payment forms.
One would have hoped that someone in the Medicare organization would have grown suspicious of this one doctor generating so much work over the years or the $500,000 a month he was billing. Unfortunately, it took many years to figure out this one scam, too many years.
And according to the article, this is not an unusual case, especially in Florida where the fraud is most rampant and most outlandish. Again, one would have hoped that decades ago, the political class and the Federal government would have focused a little more intently on fraud in general and fraud in Florida especially since Florida Medicare fraud seems so obvious. But alas, hope is all that existed vs. criminal investigations.
The Federal government actually manages a website dedicated only to Medicare care fraud examples that occur only in the state of Florida. The site has reported on fraud cases that involved $200 million in claims for unnecessary mental health services, $24 million for a fraud scheme based on AIDS injections, $61 million in taxpayer dollars paid to a man running a network of false health clinics, and the fact that the criminals perpetrating the fraud own fine homes, expensive cars, and a report that one of the criminals had purchased half a million dollars worth of jewelry with Medicare fraud money.
The practice has gotten so lucrative in Florida that the article reports that Medicare fraud is now the preferred form of crime, overtaking illegal drugs. And the scam operators run the gamut from small time hoods to large organized crime syndicates.
These numbers are certainly unbelievable and a disgrace but even worse than the magnitude of the numbers, is the ease in which the fraud is executed. According to a a convicted fraudster, one who illegally defrauded Medicare out of almost $10 million in just four years, all you need is basic computer date entry skills, someone to recruit fake patients for you, and someone who can falsify patient and prescription records.
Once you can perform these simple tasks, then Medicare's incompetent, antiquated, and bureaucratic data systems take over and start spitting out fraudulent checks. It is so bad that several years ago, the General Accountability Office set up a Medicare sting operation with fake names, fake offices, fake bank accounts, etc., actually using an official government telephone number in the General Accountability Offices as the contact number.
Shortly after applying to Medicare, the sting operation was granted Medicare billing privileges and billing numbers. This approval was granted even though no one in the sting operation was required to prove they were in the medical field or that they actually could provide the medical services they listed on their application.
What a mess, surely part of the government waste sewage example we discussed in yesterday's post. The article concludes with some ideas on how to fix the problem including better data systems, better coordination between health care providers and law enforcement, and certainly more realistic payout schedules for Medicare disbursement. The article contains examples where Medicare sometimes pays out more than ten times more for a piece of equipment or a medicine then the private sector, making these outlandish payment practices ripe for criminal activity.
However, the biggest thing needed to curtail this waste of taxpayer wealth is courage. The article correctly points out that cracking down on Medicare fraud may impose some impositions on honest doctors who submit legitimate bills for reimbursement. These honest
doctors are likely to complain to their political representatives and get their honest patients involved and complaining to their elected representatives.
And we all know what is likely to happen once our uncourageous politicians start hearing complaints. They will stop the necessary anti-fraud efforts lest they tick off a voter or two who are slightly inconvenienced by stronger anti-fraud activities.
Thus, as always, we again see the need for two of our favorite steps from "Love My Country, Loathe My Government:"
- Step 34 would remove all politicians from their Congressional committees that do not adequately fulfill the duties of their committee posts. Wasting $7,00,000 an hour of taxpayer money certainly would fall into that category of duty dereliction. Thus, if Step 34 was in effect today, all members of Congressional committees with Medicare oversight would be replaced for incompetence and their inability to contain the fraud and waste.
- Step 39 would impose term limits on all Federal politicians, they would all be "one and done." The hope is that with no chance of ever getting reelected, sitting politicians would finally grow some backbone and take the courageous and necessary steps to rein in the rampant Medicare fraud and waste. There would be no need to pander to doctors and patients who face some inconveniences due to the crackdown on criminal activity in the program. Better to have some inconveniences with Medicare today rather than have no Medicare program at all in the future due to its insolvency.
The waste that exists in Medicare, and other government programs, today, is a disgrace. Politicians that have ignored this problem and have allowed it to grow to insane levels of waste, both today and in the past, or no less disgraceful.

Before we get to the raising taxes vs. rising sewage analogy, let's review what we discussed in detail yesterday. Yesterday's post was about government waste and how the Washington political class is incapable of showing any kind of courage when it comes to reducing wasteful, fraudulent, and unnecessary Federal government spending, resulting in a national debt of over $15 TRILLION. The latest example of their lack of courage was the total failure of the "Super Committee."
Other details included in yesterday's post include the following:
- Many fine American organizations and government efforts had already identified TRILLIONS of dollars worth of unnecessary government spending that could be implemented with minimal pain to needy and ordinary Americans.
- The inability of the political class to control fraud in many/all government programs (e.g. Medicare, Social Security, etc.) costs the American taxpayer hundreds of billions of dollars a year, adding significantly to the national debt.
- In previous entries in this blog we have compiled many of these expense and cost savings that have been investigated, calculated, and published by other smart Americans to find that over $6 TRILLION could easily be taken out of out our current and future national debt levels without undue financial pain or burden on American families or endangerment of our national security.
- Two short articles in different issues of Business Week over the past few months identified over $1 TRILLION in expense savings that would not endanger our national security or place any burden on most ordinary Americans.
- Yesterday we examined an Associated Press report of a family in the Seattle area who were under investigation by the local Attorney General because they allegedly had collected over $100,000 in Federal government welfare payments despite living in a 2,300 square foot home worth $1.2 million, owning a high priced luxury auto, enjoying multiple international vacations over the past eight years, and whose husband operated a successful chiropractic practice. A textbook example of government waste and incompetence.
Given all these sources of waste, most of which are easy to eliminate if the politicians in this country had even an ounce of courage, it is baffling how stupid certain politicians can be when they insist that taxes on any American be raised to cover the national debt, annual deficit spending, and extensive wasteful spending that they refuse to address and reduce.
Which brings us to the raising taxes vs. rising sewage analogy. Most online definitions of sewage define it as some sort of waste so the analogy is appropriate when discussing wasteful government spending. Consider the following analogy that recently came across my email.
Here's another way to look at the nation $15 TRILLION national debt.
- Let's say, you come home from work one day.
- You find there as been a sewer backup in your neighborhood.
- Your home has sewage backed up all the way up to your ceilings.
Who do you think you should call, a plumber or a carpenter?
If you are President Obama or the Democrats on the Super Committee and in Congress, you call a carpenter to physically raise the roof and ceiling to make more room above the backed up sewage. If you are a rationale human being, you call a plumber to drain the sewage (waste) from the home to make more room and, as a bonus, you get rid of the stench from the sewage waste. If you call a carpenter to raise the roof and ceiling, you will still have the continuing stench of sewage (waste) in your home.
In addition, calling the plumber is likely to be much less expensive since once the plumber clears the backed up sewage line, most of your problems, and plumber expense, are done and there is not ongoing expense. A simple, easy to understand and execute solution.
Raising the roof is likely to be much more expensive, given the construction costs, the permitting process, and the ongoing need and expense to maintain the larger infrastructure. And you still have the actual sewage and the related stench in the house.
So the next time you hear Obama and Democrats talk about "fairness," which is his new code word for tax the rich, think about how he is calling a carpenter to raise the roof and ceiling in your sewage filled house. In other words, he is content on allowing the standing sewage to remain (symbolically representing the TRILLIONS of government waste to go on while taking more wealth away from Americans) while he goes about the insane and much more expensive approach of raising the roof and ceiling.
He and the Democrats should be calling for a less expensive plumber to drain the sewage, i.e. ending the sinful waste of taxpayer wealth lost to fraud, criminal activity, and wasteful government spending. Until Obama does so, the sewage level (representing our rising national debt levels) in our home, will keep rising, the stench of waste will keep rising, and the likelihood that the nation will never solve this dire financial crisis will also keep rising. Better to call that plumber and call him soon.

I cannot lay claim to part of today's title, "Deficit of Courage." It was the title of the lead story to the December 2, 2011 issue of The Week magazine, a story that outlined the failure of the Congressional "Super Committee" to come up with a rational way to downsize outrageous Federal government spending by a mere $1 TRILLION or so.
As you may recall, the Super Committee arose out of the pathetic political discussions from this summer during the debt ceiling crisis. The agreement was to have this Super Committee come up with a package of government spending reductions and have the entire Congress vote yes or no on the entire package. If the Super Committee failed to reach a consensus, it was agreed at that time to arbitrarily reduce government spending across the board by $1.2 TRILLION.
As we predicted at the time, as did most rational people, this concept of a Super Committee was highly unlikely to succeed. Given how dysfunctional our political class in Washington has become, forever looking out only for their own personal enrichment and perpetual reelection campaign, it was unlikely any member of the Super Committee would courageously stick their neck out and suggest doing the right thing for the country, especially with a major election year coming up. As expected, courage was in short supply with the Super Committee. President Obama also came up short big time in the courage department, taking a hands off, leaderless approach, not leading and pushing for tough budget cuts, hiding in the shadows and allowing the Super Committee to take the political hit when it failed.
And their task was relatively simple if they only had a little courage since a lot of the work in identifying wasteful government spending, criminal fraud in government programs, and redundant government programs has already been done. Organizations such as the Cato Institute, the Concord Coalition, the Bipartisan Policy Center, Obama's own deficit reduction commission, the Congressional Budget Office, and others have already identified hundreds of ways to reduce unnecessary government spending. These efforts were detailed, thoughtful, and mostly compassionate insights on how to cut excessive government spending the least painful ways possible.
In previous posts, we had summarized the findings of these fine organizations and had added our own thoughts, easily finding a variety ways to cut over $6 TRILLION from the national debt. Such a debt reduction would allow us to reduce our taxes, reduce our government debt interest payments on our national debt, and promote growth in our economy and reduce unemployment. The failure of the Super Committee, Obama, and the political class as a whole will result in none of these positive effects.
Consider our previously documented savings just from cleaning up fraud and criminal activity in existing government programs:
- Estimated annual loss of taxpayer wealth to fraud and criminal activity in the Medicare program = $60 - $90 billion (more on this aspect of fraud later this week where we will see how easy it is to steal from this government program.)
- Estimated annual loss of taxpayer wealth to fraud and criminal activity in the Medicaid program = $30 - $40 billion
- Estimated annual loss of taxpayer wealth to fraud and criminal activity in the Social Security program = $70 billion
- Estimated annual loss of taxpayer wealth to fraud and criminal activity in just one of the Federal government unemployment benefits program = $19 billion
- Estimate annual loss of IRS tax collection revenue due to criminal tax evasion = $197 billion
- Total annual savings if the fraud and criminal activity was cleaned up in just these five programs = $376 - $416 billion
- Ten year savings = About $3.8 - $4.2 TRILLION
Thus, as you can see it is not hard to find TRILLIONS of dollars worth of Federal government savings. We can get into the TRILLIONS before we even touch outsized military spending, eliminating unneeded government departments and functions, etc.
Several recent articles from Business Week came up with several other areas of worthwhile spending cuts that the magazine suggested the Super Committee look into:
- Implement a better indicator of inflation, the so-called "chained consumer price index" which would result in government Social Security savings of $232 billion over 10 years.
- Gradually increase the age of when Medicare benefits begin to age 67, from age 65, which would save $125 billion over ten years.
- Reduce farm subsides, at a time when American farmers are one of the few domestic industries enjoying robust economic times, which would save $28 billion without much pain to the industry.
- Increase the amount that Federal workers pay into their pension system, which would save $47 billion.
- The Business Week article that included the above spending cuts totals out to about $700 billion over ten years, savings that would be increment to the $4 TRILLION or so we identified above.
- Another, subsequent Business Week article found $500 billion in savings by terminating just two unneeded military weapon programs: the next generation fighter plane, the F-35 Lightning, since our current jet fighter planes are still far superior to anything else in the world ($385 billion in savings) and also the unneeded construction of eleven new Ford -class aircraft carriers ($120 billion in savings).
Thus, just these two Business Week articles found $1.2 TRILLION in unneeded government expenses.
None of the reductions in government spending from these areas reduced Social Security or Medicare benefits, made elderly people homeless, reduced aid to needy families and kids, or increased taxes on any American. And the Super Committee could not even come up with a plan to address these disgraces of wasted resources.
It is pathetic that the Super Committee and Obama could not even find a single $1 to reduce from our outlandish Federal government budget. But for something truly pathetic, let's go from the macro savings above to how poorly the political class spends our money at the micro level and why there is so much waste to cut from our government's spending.
An Associated Press article recently reported on a Seattle area married couple that have been having a grand time defrauding the Federal government, and the American taxpayer, over the past few years. The article reported that:
- The married couple lived in a 2,300 square foot, $1.2 million house in the Seattle area.
- The article cites the probability that the couple also owned an expensive Jaguar automobile since investigators found it constantly parked in their driveway.
- Over the past eight years the couple had taken vacation trips to Moscow, Paris, Israel, Turkey, Mexico, and the Dominican Republic.
- During this same time period, the couple had collected over $100,000 in Federal welfare payments.
- Finally, after eight years, the local U.S. Attorney General's office is going after the couple in an attempt to recover $135,000 in Federal housing assistance and additional fines and penalties (why the Attorney General is not looking to lay some jail time on these people is a mystery and quite disturbing).
- Apparently, the wife applied for the government assistance by claiming that she was a single mother with two kids and assets worth less than $5,000 even though she was still married, according to the information and proof cited in the article and was living in the $1.2 million home with her successful, chiropractic practicing husband.
Micro level or macro level, is there any doubt how wasteful and incompetent our political class in Washington is? The single Attorney General in Washington state will apparently reduce our government's national debt with this single criminal case than twelve members of Congress and their staffs could do in three months of the Super Committee.
Why should any American, rich or poor, pay any more taxes to these people in D.C. when it is lost to fraud, criminal activity and waste? Why does no one in Washington, from the White House to the Senate to the House Of Representatives have any backbone at all and stand up and say, "Enough?" Why is it all we ever get is spineless political sound bites from these people as the Federal national debt soars above $15 TRILLION and hundreds of billions of dollars of taxpayer wealth are wasted every year?
All good questions all with one good answer: term limits. Step 39 from "Love My Country, Loathe My Government" would impose term limits on all Federal politicians in order to finally get people into office who are interested in truly making a bold, positive and courageous difference and who are likely to have more courage in making these right decisions since they would not have to worry about their reelection chances, those chances would not longer exist with term limits.
As Grumpy, a professional Brazilian clown once said, and used as his successful political campaign slogan for a Brazilian Congressional seat, "how much worse could it get?" Same thing here, how much worse and less courageous could it get if we had term limits on our political class, which is currently deficit of any inkling of courage?
